You can design in a browser with different layouts with no restrictions. - What do you think that is best for a user to experience the design, a static mockup where he can only stare at the 'sign up' button or a full working prototype where he can even fill the form and really press the button? - I don't think it's more complex to modify the css to change the layout of some form than doing it in Photoshop. I don't think that flexibility is in danger here. - Lastly, while most of the public perhaps see designing in the browser as a showcase for decoration as you call it, I see it more as a showcase for a functional mockup. But I agree with you that this method it's not for everyone or every site. For me, it's just another great tool on my arsenal to present some designs to clients.
